When people reincarnate, they do so in a social context. If they have been together before with certain actors, they tend to be back with those actors again. Maybe not exactly the same cast of actors each time, but within reason there is a certain social continuity.
Although it would be tempting to think that Hitler will come back as a profoundly suffering powerless victim until the end of the earth, he was part of a very socially elevated society of operators who possess a karmic bond to one another. Although it may well be the case that Hitler will suffer greatly emotionally consequent to his deeds, it may be contextually somewhat inevitable that he will tend to gravitate towards, and operate among, a certain power circle in his successive incarnation.
Hitler took a lot of pharmaceutical medication to deal with himself. In his reincarnation it may not be surprising to again see him (or her, should he incarnate as a woman) medicating himself chemically to deal with what will surely be a tenuous and stormy emotional inner atmosphere.
